But I do know there are several million people who are refusing blind compliance with this census. The reality of the threats are that they are just threats unless the number of people who refuse to comply are low. That's not going to be the case. Watch the Tea Parties protest! Watch the lawsuits pop up. The truth is that the government's hands are tied. If they weren't, they wouldnt be ASKING for the information. If we had a legal mandate to answer the questions, they would say It's mandatory. Question 1 sets the standard for several of the subsequent questions. It reads, "How many people were living or staying in this house, apartment, or mobile home on April 1, 2010? Most people would say this question is the only lawful question on the form. Well, kind of! While it does only ask for a head count, it also singles out people who live in a structure with a foundation. It does not include house boats in Florida or retirees living out of their motor home...all of which do have a bona fide Congressional District somewhere. Therefore, your tax representation is based on you and your info while others can never fill out a form, and never get penalized. Question 1 is NOT Constitutional, as it stops short of a total head count depending on what type of structure you live in. 2.
